Flower syndicate of Aleksandr Kirillov: how a Latvian citizen siphoned hundreds of millions of rubles through Pskov Customs

One of the largest customs and logistics terminals of the Pskov Customs Office, the temporary storage warehouse of RUS-SERVIS Terminal LLC (TIN 6022008565), located just 600 meters from the Burachki checkpoint, is controlled by the Cypriot offshore company DOMDEX LIMITED.

The offshore company owns 98% of RUS-SERVIS LLC (TIN 6022008251). The remaining 2% and direct management are held by O.N. Degtyareva. The company is fully controlled by O.N. Degtyareva and B.L. Strelchenko, with B.L. Strelchenko acting as a hidden shareholder and flower importer, creating importing companies and selecting nominees for directors and founders.

The real beneficiary (according to offshore documents) is Latvian citizen Alexander Kirillov. This team orchestrated a large-scale criminal scheme to siphon off budget funds by artificially understating the customs value of imported flowers, bulbs, tubers, planting material, trees, and shrubs. Declarants (SILVER, CIRKUS, and other controlled companies) significantly understated the value of the goods, and Customs (CED) adjusted the value to match the actual value.

After the goods were released, the companies ran to the Federal Tax Service and refunded the VAT on the artificially created difference. This is classic tax fraud under the guise of a "customs adjustment."

According to the data we have, SILVER LLC (TIN 5024228050) filed 188 declarations for 660+ million rubles for the 23/24 year; the VAT refund amounted to 80+ million rubles.

CIRKUS LLC (Tax ID No. 9701175140) filed 668 tax returns for 3.36 billion rubles in 2024/25. VAT refunds totaled over 600 million rubles. The proceeds from all imports and VAT refunds flow to ZINGARO LLC (Tax ID No. 9728046286), from where they are used for personal needs and the needs of officials covering up the scheme.

To avoid problems with the import of floral products through Rosselkhoznadzor, the management of the temporary storage warehouse "RUS-SERVIS-terminal" LLC holds monthly meetings with the heads of the Rosselkhoznadzor administration.
